Democrats Mandate LGBTQ+ ‘Inclusive’ Curriculum in Every Virginia Public School—Your Kids Will Be Tested on State-Approved Rebellion Against God’s Design

In my recent articles documenting Virginia’s Perfect Storm, I warned that Virginia Democrats are systematically attacking God’s created order. They want to enshrine abortion through birth (HJ1), eliminate biblical marriage (HJ3), and force taxpayer funding for gender clinics (HB1245). I documented how Democrats are destroying both pillars of Genesis 1:27—LIFE and MALE AND FEMALE. 

But I didn’t anticipate how quickly they would target your children.

Virginia House Bill 614, sponsored by Del. Sam Rasoul (D-Roanoke), mandates that every Virginia public school integrate and affirm LGBTQ+ identities and other “historically marginalized communities” throughout required history and social science curriculum. Not optional. Not supplemental. Required. Your children will be saturated in gender ideology, tested on state-mandated narratives that affirm it, and graded on their mastery of those standards. Virginia HB614 LGBTQ curriculum is coming to all Virginia schools if this is enacted.

This isn’t education. This is state-mandated indoctrination. HB614 completes Virginia Democrats’ assault on God’s design by capturing the next generation—your sons and daughters—and training them to reject biblical truth about male and female.

Proverbs 22:6 commands: “Train up a child in the way he should go; even when he is old he will not depart from it.” Virginia Democrats know this verse better than most pastors. That’s why they’re coming for your children.

And your pastor is probably silent about it.

What Virginia HB614 Actually Does

HB614 is titled “History and social science standards and instruction; historically marginalized communities.” That sounds benign until you read what it actually mandates.

The bill requires—not suggests, not encourages, but requires—that all Virginia public elementary and secondary schools include “the contributions, perspectives, and experiences of historically marginalized communities” in history and social science instructional materials and standards.

Who are these “historically marginalized communities”?

According to HB614, they include:

  • Racial and ethnic minorities
  • Immigrants and refugees
  • Women
  • Individuals with disabilities
  • Individuals who are lesbian, gay, bisexual, transgender, and queer (LGBTQ+)
  • Individuals from various socioeconomic statuses
  • Individuals from various religious backgrounds
  • “Any other group of individuals that the Board of Education deems appropriate”

HB614’s stated purpose is to ensure these communities are “affirmed” through “comprehensive, accurate, and inclusive” coverage in Virginia’s history and social science standards and materials.

Notice three critical things:

First, LGBTQ+ is explicitly listed. This isn’t about teaching history. This is about normalizing and celebrating sexual sin and gender confusion in the minds of Virginia’s children.

Second, the list is open-ended. The Board of Education can add “any other group” it deems appropriate. Today it’s LGBTQ+. Tomorrow it could be polyamory advocates, pedophilia apologists, or any other sexual revolution constituency. The door is wide open.

Third, this applies to ALL public schools. Elementary, middle, high school. Rural, urban, suburban. Because HB614 applies to all public elementary and secondary schools as a condition of state standards and textbook approval, this ideological push will eventually touch every classroom and every child who remains in the government school system.

Here’s what HB614 specifically mandates:

  1. BOARD OF EDUCATION MUST UPDATE CURRICULUM BY MARCH 1, 2027

The Virginia Board of Education must revise all instructional guides, curriculum frameworks, and other curriculum documents to “explicitly incorporate the political, economic, social, and cultural contributions” of these communities. This content must be:

  • Age-appropriate (translation: indoctrination starts in kindergarten)
  • Historically accurate (as determined by LGBTQ+ activists)
  • Integrated across all grade levels (not isolated to one unit or month)

Translation: LGBTQ+ ideology will be woven throughout Virginia history, U.S. history, and social studies from kindergarten through 12th grade. That will look like lessons on “transgender pioneers,” “LGBTQ+ contributions to American democracy,” and units on events such as the Stonewall Riots and figures like Harvey Milk—presented as positive milestones to be remembered and affirmed.

  1. TEXTBOOKS MUST INCLUDE “COMPREHENSIVE, ACCURATE, INCLUSIVE” COVERAGE

The Board must “adopt and enforce policies” requiring all history and social science textbooks to provide “comprehensive, accurate, and inclusive coverage of the histories, contributions, perspectives, and experiences” of these communities.

Translation: The Board must adopt and enforce policies requiring all history and social science textbooks to provide “comprehensive, accurate, and inclusive” coverage of these communities. In practice, that means every textbook used in Virginia public schools must present LGBTQ+ identities and other favored groups in a positive, affirming light to be approved. Publishers will compete to produce the most aggressively “inclusive” content.

  1. LGBTQ+ HISTORY MONTH REQUIRED

The Department of Education must “develop, curate, or identify supplemental instructional resources” for multiple observances, including:

  • Black History Month
  • Women’s History Month
  • Hispanic Heritage Month
  • Asian American and Pacific Islander Heritage Month
  • Disability History and Awareness Month
  • LGBTQ+ History Month
  • “Other recognitions as determined by the Board”

Translation: Your child’s school will celebrate LGBTQ+ History Month with the same prominence as Black History Month or Women’s History Month. Expect pride flags in classrooms, “diverse family” lessons, and guest speakers from transgender advocacy groups.

The bill explicitly states the Department must “partner with cultural institutions, historical societies, and community organizations” to develop these materials. Translation: LGBTQ+ activist organizations will write Virginia’s curriculum.

  1. “SUBJECT MATTER EXPERTS” WRITE THE CURRICULUM

The Department of Historic Resources must “coordinate consultation with subject matter experts from institutions of higher education and community organizations representing these communities.”

Translation: Gender studies professors and LGBTQ+ advocacy groups will determine what your children learn about sexuality and gender. Not parents. Not pastors. Not biblical scholars. Activists.

These “experts” are tasked with shaping materials that “affirm such communities”—HB614’s own language—rather than simply presenting information objectively or allowing genuine debate. When the standards and materials are written to affirm LGBTQ+ identities and other favored groups, Christian students who cannot echo that language in good conscience will inevitably be treated as a problem to be corrected, not as students to be respected.

  1. TEACHERS MUST BE TRAINED IN GENDER IDEOLOGY

The bill mandates “educator professional development” to ensure teachers are equipped to deliver this “inclusive” and affirming content. That means training sessions built around LGBTQ+ and DEI ideology, not biblical truth. Faithful Christian teachers will be pressured to present gender confusion and same-sex relationships as normal and good—or face conflict with administrators and potential consequences for their careers. HB614 effectively creates a hostile environment for any educator who believes Genesis 1:27.

  1. STUDENTS WILL BE TESTED ON LGBTQ+ IDEOLOGY

HB614 links this “inclusive” content to “student assessment,” tying it into Virginia’s Standards of Learning and other testing regimes. Once LGBTQ+ ideology is embedded in the standards, students will be evaluated on how well they reproduce state-approved narratives that affirm these identities. In such a system, a student who insists that “God created male and female” or refuses to repeat that “transgender women are women” on assignments and tests will be treated as wrong—and that can carry real consequences for grades, class standing, and long-term opportunities.

This is ideological enforcement through academic coercion.

  1. NO PARENTAL OPT-OUT

Notice what HB614 doesn’t include: parental notification requirements or opt-out provisions. Parents will have no right to remove their children from LGBTQ+ instruction because it’s integrated throughout the entire curriculum. This is not a separate health or sex-ed unit you can excuse your child from; it is baked into core history and social science classes that every student must take.

You can’t opt out of history class. You can’t opt out of social studies. And under HB614, LGBTQ+ content will be embedded in both.

Your only options: homeschool, private school, or surrender your children to state indoctrination.

But here’s what makes this truly demonic: HB614 completes Virginia Democrats’ systematic assault on God’s created order by capturing the next generation.

Why This Matters: They’re Coming for Your Children

Genesis 1:27 declares: “So God created man in his own image, in the image of God he created him; male and female he created them.”

God’s created order rests on the foundational binary of male and female. Not a spectrum. Not fluid. Not self-determined. Two sexes, established by the Creator, reflecting His image.

Democrats know that if they can destroy this foundation in the minds of children, they can reshape society completely. HB614 is the education arm of Virginia’s Culture of Death—the systematic indoctrination of the next generation into rebellion against God.

Look at how HB614 fits into the broader assault:

  • HJ3 = Erase biblical marriage from Virginia’s Constitution
  • HB1245 = Force taxpayers to fund organizations providing gender transition services
  • HB614 = INDOCTRINATE children to celebrate gender confusion and reject God’s binary design

This is coordinated. This is intentional. Democrats are attacking Pillar 2 of God’s created order (MALE AND FEMALE) at every level:

  • Constitutional (HJ3)
  • Financial (HB1245)
  • Educational (HB614)

When they capture your children’s minds, they win. That’s why Proverbs 22:6 emphasizes early training: “Train up a child in the way he should go; even when he is old he will not depart from it.”

Virginia Democrats understand this principle better than most Christian parents. They know that children indoctrinated in LGBTQ+ ideology between ages 5-18 will carry that worldview into adulthood, marriage, parenting, and voting.

HB614 ensures the next generation rejects biblical sexuality, celebrates gender confusion, and votes for policies that enshrine rebellion against God into law.

Scripture is explicit about parental responsibility:

Deuteronomy 6:6-7: “And these words that I command you today shall be on your heart. You shall teach them diligently to your children, and shall talk of them when you sit in your house, and when you walk by the way, and when you lie down, and when you rise.”

God commands parents to teach children His truth. Not the state. Not LGBTQ+ activists. Not the Virginia Board of Education. Parents.

HB614 usurps parental authority by forcing schools to teach children that God’s design is oppressive, that gender is fluid, and that celebrating sexual sin is virtuous.

Ephesians 6:4: “Fathers, do not provoke your children to anger, but bring them up in the discipline and instruction of the Lord.”

Virginia Democrats want to bring your children up in the discipline and instruction of the LGBTQ+ movement. They want your five-year-old learning that families come in all forms—two mommies, two daddies, polyamorous partnerships. They want your twelve-year-old celebrating Pride Month. They want your teenager questioning whether they’re really the sex God created them to be.

This is a direct assault on Ephesians 6:4. The state is claiming authority over your children’s moral formation.

Matthew 18:6: “But whoever causes one of these little ones who believe in me to sin, it would be better for him to have a great millstone fastened around his neck and to be drowned in the depth of the sea.”

Jesus pronounces the harshest condemnation in all of Scripture on those who lead children into sin. HB614 doesn’t just permit gender confusion—it mandates teaching that affirms it. The bill’s own language requires curriculum that “affirms such communities.”

When Virginia schools teach children that transgender identity is valid, that two men can marry, that gender is a social construct—they are causing little ones to sin. They are teaching children to reject God’s design and embrace what Romans 1 calls “dishonorable passions.”

Jesus reserves His most severe warning for this exact scenario. And Virginia Democrats are sprinting toward it.

Now, let me address the most common objection—and we need to address it honestly:

“Don’t Students Deserve Inclusive Education About Marginalized Communities?”

Here’s the strongest version of the opposition argument:

“LGBTQ+ students exist in every school. They deserve to see themselves represented in history curriculum. For too long, schools have erased LGBTQ+ contributions from textbooks and taught a sanitized version of history that ignores marginalized voices. Students need comprehensive, inclusive education that reflects the full diversity of American society. This bill ensures historically accurate instruction and creates welcoming environments for all students.”

I acknowledge the emotional appeal of this argument. Students experiencing same-sex attraction or gender confusion are real, and many genuinely suffer.

But here’s why the “inclusive education” argument fails—and fails catastrophically:

First, public schools exist to educate, not affirm identities. Schools should teach math, science, history, and literature—not celebrate sexual orientations. A student who experiences same-sex attraction doesn’t need curriculum “representation” any more than a student who struggles with anger needs “Anger History Month.” Education addresses academics, not identity validation.

The purpose of history class is to teach historical events, causes, effects, and significance—not to make students feel affirmed about their sexual desires or gender confusion.

Second, historical accuracy doesn’t require celebrating sin. Should schools teach that some historical figures engaged in same-sex relationships? If relevant to the historical narrative, yes. But there’s a massive difference between factual acknowledgment and ideological affirmation.

HB614 doesn’t call for objective historical instruction. It mandates curriculum that “affirms such communities.” That’s not education—that’s propaganda. Schools can teach that Alexander the Great had same-sex relationships without celebrating homosexuality as virtuous.

Third, “marginalized” is a political category, not an educational one. The bill groups LGBTQ+ individuals with racial minorities, women, and immigrants as if sexual behavior is equivalent to immutable characteristics like race or sex.

Race is not a choice. Biological sex is not a choice. But sexual behavior and gender identity are choices—choices Scripture addresses as moral issues. Leviticus 18:22, Romans 1:26-27, and 1 Corinthians 6:9 explicitly condemn homosexual practice. Deuteronomy 22:5 forbids cross-dressing and gender confusion.

Teaching that LGBTQ+ identity deserves the same celebration as overcoming racial discrimination is a category error. One involves celebrating sinful behavior; the other involves honoring those who overcame unjust treatment based on God-given characteristics.

Fourth, children cannot consent to ideological indoctrination. Virginia law recognizes that children under 18 cannot consent to sex, sign contracts, or make binding legal decisions. Yet HB614 assumes children can—and should—be taught to affirm sexual ideologies they’re not developmentally equipped to evaluate.

When schools teach kindergarteners that “some families have two daddies” as morally equivalent to the family design revealed in Scripture, they are not providing neutral information—they are actively normalizing homosexuality and reshaping a child’s moral instincts. Systematically desensitizing children to sexual relationships that contradict Scripture and natural law is a form of ideological grooming, whether or not explicit sexual acts are discussed.

Fifth, this creates hostility toward Christian students. When curriculum “affirms” LGBTQ+ identity as virtuous, it implicitly condemns biblical sexuality as bigoted. Christian students who believe Genesis 1:27 will be marginalized as intolerant.

In practice, students who refuse to repeat “affirming” language about LGBTQ+ identities on assignments and tests will face pressure on their grades and status, even if the bill doesn’t spell that out word-for-word.

Sixth, several European countries are already pulling back from the gender ideology experiment in medicine and education. The UK, Sweden, Finland, and Norway have sharply restricted “gender-affirming” treatments for minors and raised serious concerns about how schools promote gender identity to children after seeing alarming mental-health outcomes and waves of regret. They are reevaluating how schools handle gender identity and are moving away from aggressive “affirmation” models after official reviews and health-authority reports found evidence of harm to children.

These nations were ahead of the United States in embracing LGBTQ+ curriculum. Now they’re backtracking because the evidence shows harm. Virginia is learning nothing from their mistakes.

Finally, the Bible is clear. Romans 1:25-27 describes those who “exchanged the truth of God for a lie” and engaged in “dishonorable passions.” HB614 mandates teaching Virginia’s children to exchange God’s truth (male and female are distinct and complementary) for a lie (gender is fluid and self-determined).

This isn’t inclusive education. This is state-mandated apostasy.

Now, let me address Virginia pastors directly:

Dear Pastor: They’re Coming for Your Congregation’s Children

If you’re a Virginia pastor and you haven’t preached on Genesis 1:27—on God’s created order of male and female, on the parental duty to raise children in biblical truth, on the spiritual battle for the next generation—let me ask: Why not?

Your congregation includes parents whose children attend Virginia public schools. Kindergarteners who will be taught that gender is a choice. Middle schoolers who will celebrate LGBTQ+ History Month. High schoolers who will be tested on their acceptance of sexual sin.

And you’ve said nothing.

HB614 will pass unless Virginia’s pastors mobilize their congregations to fight back. But you’re too busy protecting your 501(c)(3) status, avoiding “political” sermons, and refusing to offend the culture.

Meanwhile, Virginia Democrats are capturing your congregation’s children. While you preach seeker-sensitive messages about God’s love, the state is teaching kids that God’s design is oppressive and gender confusion is liberation.

Ezekiel 34:2-4 indicts shepherds who fail to protect the flock: “Woe to the shepherds of Israel who feed themselves! Should not shepherds feed the sheep? You eat the fat, you clothe yourselves with the wool, you slaughter the fat ones, but you do not feed the sheep. The weak you have not strengthened, the sick you have not healed, the injured you have not bound up, the strayed you have not brought back, the lost you have not sought.”

Your congregation’s children are the weak, the sick, the injured. They’re straying into gender ideology because you won’t equip their parents to fight back. They’re lost because you won’t teach them biblical sexuality.

You’re too busy building your ministry brand to protect the next generation.

Here’s what you should do this Sunday:

  1. Preach Genesis 1:27. Explain that God created humanity as male and female, that this binary is foundational to His design, and that attacking it is rebellion against the Creator.
  2. Explain HB614. Tell your congregation exactly what this bill does: mandates “inclusive” history and social science curriculum that affirms LGBTQ+ identities, ties that content to student assessments, and effectively strips parents of any meaningful ability to shield their children from it.
  3. Call parents to action. Challenge parents to contact their delegates, testify at hearings, and consider removing their children from public schools if HB614 passes.
  4. Equip families with biblical sexuality resources. Parents need tools to counter gender ideology at home. Provide them with books, articles, and curricula that teach children God’s design for male and female.
  5. Consider starting a Christian school. If Virginia mandates LGBTQ+ indoctrination in public schools, faithful families will need alternatives. Your church could provide one.

As I wrote in my series on The Pulpit Is Responsible, pastoral silence is complicity. When you refuse to warn parents about HB614, you abandon the sheep to wolves. When you avoid “political” sermons, you surrender your congregation’s children to state indoctrination.

Proverbs 31:8-9 commands: “Speak up for those who cannot speak for themselves, for the rights of all who are destitute. Speak up and judge fairly; defend the rights of the poor and needy.”

Virginia’s children cannot speak for themselves. Your five-year-old congregants don’t understand that their teachers will celebrate Pride Month. Your twelve-year-olds don’t know they’ll be tested on LGBTQ+ ideology. Your teenagers don’t realize their college prospects depend on affirming sexual sin.

They need you to speak up. Will you?

Here’s what every Christian in Virginia can do right now:

What You Can Do RIGHT NOW to Stop HB614

HB614 was introduced on January 13, 2026, and referred to the House Education Committee. It hasn’t been voted on yet. This is a fight you can win if you engage NOW.

First, contact your state delegate immediately.

Find your delegate: Who is My Legislature

Call their office. Email them. Say this:

“I am your constituent and a Christian parent who believes God created male and female in His image (Genesis 1:27). HB614 teaches LGBTQ+ ideology to children as young as kindergarten, mandates curriculum that affirms gender confusion, and tests students on state-approved narratives that present these behaviors as good and affirmable. This violates parental rights and biblical truth. I demand you vote NO on HB614.”

Second, testify against HB614 at the House Education Committee hearing.

When HB614 comes up for public comment, show up in Richmond and speak. Share how this bill violates your parental rights, contradicts biblical teaching, and harms children. Personal testimony from parents is powerful.

Third, mobilize your church to oppose this bill.

Print copies of this article. Share it on social media. Host a prayer meeting focused on defending children from state indoctrination. Organize your small group to contact delegates together. Make HB614 a Sunday morning announcement.

Fourth, demand your pastor address this from the pulpit.

Email this article to your pastor. Ask him to preach on Genesis 1:27, parental authority, and the spiritual battle for children this Sunday. If he refuses, ask him why protecting your children from gender ideology isn’t worth his prophetic voice.

Fifth, prepare to remove your children from public schools if HB614 passes.

If Virginia mandates LGBTQ+ indoctrination with no opt-out provisions, faithful Christian parents face a binary choice: homeschool/private school or surrender your children to the state.

Start researching homeschool curricula now. Connect with Christian homeschool co-ops in your area. Investigate private Christian schools. If HB614 becomes law, you may need to act quickly.

Sixth, share messaging that exposes HB614’s real agenda.

Don’t let Democrats hide behind “inclusive education” language. Use clear, direct messaging:

  • “HB614 forces kindergarteners to learn about LGBTQ+ relationships. Vote NO.”
  • “HB614 mandates LGBTQ+ History Month in every Virginia school. Our children deserve better.”
  • “HB614 tests students on gender ideology. Virginia parents say NO.”

“God created male and female. HB614 teaches children this is oppressive. #ProtectVirginiaKids”

Finally, prepare for spiritual and legal battle.

This Is Spiritual Warfare for the Next Generation

Ephesians 6:12 reminds us: “For we do not wrestle against flesh and blood, but against the rulers, against the authorities, against the cosmic powers over this present darkness, against the spiritual forces of evil in the heavenly places.”

This isn’t Democrats vs. Republicans. This isn’t even LGBTQ+ activists vs. Christians. This is Satan’s coordinated assault on God’s created order by capturing the next generation.

The enemy knows that if he can train Virginia’s children to reject Genesis 1:27 between ages 5-18, he wins the culture for the next 50 years. Children indoctrinated into gender ideology won’t just vote for abortion and same-sex marriage—they’ll raise their own children in rebellion against God.

HB614 isn’t education policy. It’s a generational strategy to destroy biblical sexuality in America.

Satan hates children because they bear God’s image. Every child taught that gender is fluid, that families come in all forms, that Pride Month celebrates virtue—is a child stolen from the kingdom of God.

But here’s the hope: We serve the God who protects children. Psalm 127:3 declares, “Behold, children are a heritage from the LORD, the fruit of the womb a reward.” God gave children to parents—not to the state, not to LGBTQ+ activists, not to the Virginia Board of Education.

When parents rise up to defend their children, when pastors preach truth, when Christians mobilize against HB614—we fight with the authority of God Himself.

We serve the God who laughs at earthly rulers who rebel against Him (Psalm 2:4). We serve the God who works all things for the good of those who love Him (Romans 8:28). We serve the God whose kingdom will never end (Revelation 11:15).

Virginia Democrats may control the governorship, House, and Senate. But they don’t control God’s sovereignty. And they can’t overcome faithful parents who refuse to surrender their children.

You are not helpless. You are equipped by the Holy Spirit, grounded in Scripture, and authorized by God to raise your children in truth.

The choice before Virginia parents is clear: Will you allow the state to indoctrinate your children into gender ideology, or will you defend God’s design of male and female?

HB614 forces this decision. Virginia Democrats want your kindergartener to celebrate Pride Month. Your middle schooler affirming transgender identity. Your high schooler tested on LGBTQ+ history.

They’re coming for your children. The question is: What will you do about it?

Pick up the phone. Email your delegate. Testify at hearings. Mobilize your church. Remove your children from public schools if necessary.

And defend the truth that God created us male and female—no matter what Virginia Democrats mandate.
